In 1965, a year after Shea Stadium opened, there was a proposal to enclose and dome the new stadium. Enclosing the stadium would raise capacity from 56,000 to 70,000. The new seats and translucent dome would cost $6,000,000. In Shea's (then Flushing Meadows Stadium) planning stages the idea of enclosing the stadium came up as well. At that time, the enclosure would also raise the capacity to 70,000 and would have cost an additional $5,000,000.
